摘要
优素福。哈斯。哈吉甫留下的世界性作品《福乐智慧》是维吾尔族的古典文学的杰出代表作品，也是维吾尔族经济，政治，宗教，文化的榜样。《福乐智慧》不仅是维吾尔族的宝贵遗产，也是祖国文化历史的宝贵财富的重要组成部分。
《福乐智慧》问世于喀喇汗王朝时期（公元 1069-1070），这一时期喀喇汗王朝虽然充满着持续的内部争权夺利和外部的征战，但是社会经济处于繁荣发展的盛期，从社会生产力及生产方式发展上看，是以维吾尔人为主体的狭义突厥人的经济制度与生活方式的重大转型时期，本文所研究的《福乐智慧》经济思想深刻受到这个时候的经济状况的影响。
本文首先介绍《福乐智慧》的经济思想概况，对《福乐智慧》的各种经济思想做总体概述，并从中归纳出其经济思想的主要特点。然后，针对体现作品经济思想特点的几种重要思想进行理论性分析，而且研究《福乐智慧》中作者提出的各种经济措施；进一步分析作者所提出的财政管理方面的经济思想。本文结构分七个内容：
第一，导论。在这部分描述了本论文的选题意义，研究目的、国内研究，国外研究回顾、研究内容和方法以及论文的创新之处和不足之处等内容。
第二，研究《福乐智慧》的基本情况，也就是作者优素福。哈斯。哈吉甫的生平，《福乐智慧》的基本内容，《福乐智慧》的思想渊源等内容。
第三，阐述《福乐智慧》经济思想概说，内容包括对《福乐智慧》经济思想的认识，《福乐智慧》经济思想的背景，《福乐智慧》经济思想体系与经济思想特色等内容。
第四，详细地描述了《福乐智慧》中体现的财富思想。着重探讨《福乐智慧》中的财富观，也就是金银是财富，奴隶是财富和知识是财富等等。还有阐述了《福乐智慧》中当时的获取财富，创造财富之路。
第五，研究《福乐智慧》中的重商思想，重点谈论重商思想的具体表现，进一步讨论对商人与商业的认识，商人具备的素质，反对高利贷与支持合法借贷等丰富的内容，还有阐述当时重商思想的渊源。
第六，阐述了《福乐智慧》中的货币财政思想。对作品当中的财政思想和货币思想进行特别细节地研究，提出了社会福利观，财政管理方面对管理人员提出了的基本要求问题，作者的这些观念在社会经济，市场经济中起借鉴意义。
第七，对《福乐智慧》中的劳动观与分配原则进行分析。

Abstract
The monumental work Qutadghubilik by Yusup Has Hajip is an outstandingrepresentative of Uyghur classical literature,and it is also the classic of Uyghureconomic , political, religious culture. At the same time ,Qutadghubilik is not only aprecious legacy of Uyghur people , but it is also an important part of the preciouscultural heritage of our country.
Despite the fact that Qutadghubilik was written during the Karahanperiod（1069-1070） when the society was full of constant internal power struggle andexternal war, the economy of the dynasty , however , was in its prosperity at thattime. Observed from the development of productive forces and mode of production,the economic system and mode of life of Turks in the narrow sense with the Uyghurmajority, were undergoing a great transformation that had great influence on theeconomic thought of Qutadghubilik studied in this dissertation .
To begin with , the dissertation gives a general description of the economicthought in Qutadghubilik ,generalizing the basic characteristics of the economicthought. Then it makes a theoretical analysis of the several economic ideas anddiscusses the economic measures presented in the work, further elaborating theeconomic thought mentioned by author that concerns finance management .
The dissertation is composed of seven parts.
First part is the introduction. This part is to describe the significance andpurpose of the topic , research review at home and abroad , research and innovationand research methods as well as the shortcomings of this article.
Second part is the basic information about the work that specifically includes thegeneral content of the work and bibliography of the author.
Third part is the generalization of the economic thought of Qutadghubilik .Thispart ,in concrete , includes the cognition and the background of economic thought ,the systems and characteristics of economic thought in Qutadghubilik.
Fourth part describes in detail the thought of wealth in Qutadghubilik , pointingout that money , slaves and knowledge reperesent the different sorts of wealth . Thispart also elaborates the ways of acquiring and creating wealth that was mentioned inQutadghubilik.
Fifth part aims to discuss the mercantilist thought reflected in Qutadghubilik ,further arguing the cognition of merchant and the qualifications that merchantsshould possess .Finally ,the author elaborated the origin of Mercantilism at thattime.
Sixth part elaborates the monetary and fiscal thought in Qutadghubilik. In thispart the author makes a particularly deep analysis of fiscal and monetary thoughtsthat played a very important role in the social economy and market economy at thattime.
