今年以来，全市各级政府和各部门认真贯彻党的十六届五中、六中全会和市委八届八次、九次、十次全会精神，坚决贯彻党中央、国务院一系列宏观调控政策，按照树立科学发展观和构建社会主义和谐社会战略思想的要求，大力推进滨海新区开发开放，加大了经济和社会各项工作的组织力度，使全市国民经济继续保持了平稳健康发展，取得了显著成绩。为做好20xx年的工作总结，精心筹划好明年的工作，根据市人民政府要求，现就有关工作通知如下：
一、要认真做好20xx年工作总结。现在适值年底，各项工作任务十分繁重。对一年的工作进行总结是当前的一项重要工作，各级政府和各部门领导要高度重视。要把年终总结与推动当前各项工作的落实结合起来，大力推动各级政府和各部门全年各项工作任务的完成。本篇文章来自资料管理下载。要通过总结和检查今年工作，肯定成绩，总结经验，找出差距，定出措施，实现我市十一五发展规划和滨海新区开发开放的良好开局；要通过精心筹划明年工作，努力实现我市经济社会的又好又快发展。
二、要把学习贯彻《监督法》同总结今年工作结合起来。20xx年8月27日，十届全国人大常委会第二十三次会议通过了《中华人民共和国各级人民代表大会常务委员会监督法》，并将于明年1月1日起施行，这是我国加强社会主义民主政治建设、维护广大人民根本利益的一项重要举措。各级政府和各部门要认真组织，深入学习《监督法》和与本部门职能相关的法律法规，并把学习与总结工作结合起来，同加强政府和各部门自身建设结合起来，认真查找依法行政方面存在的问题和不足，推动政府各部门科学行政、依法行政、从严治政，更好地履行政府职责。要认真做好人大代表议案、建议的办理工作，自觉接受人大常委会的监督。
三、要确保全年工作任务的完成。全市各级政府和各部门要对照市委20xx年工作意见、市第十四届人大四次会议通过的《政府工作报告》和市委、市政府明确部署的重点工作和各项任务，逐项进行认真的梳理和落实情况的检查，逐项抓好落实。要检查承担的各项工作目标、任务指标的落实情况，主动查找差距和不足；要检查市政府各部门履行法定职责、提高依法行政能力、严格执法情况；检查为基层和群众办实事、解决难题、搞好协调服务情况；检查实行政务公开、廉政建设、转变作风、提高效率、队伍建设情况。要针对工作中存在的薄弱环节，采取坚决有力的措施，利用年底前的20天时间，进一步加大工作力度，确保全年工作目标的实现和各项任务的完成。
四、要以书面形式向市政府报送总结材料。各区县政府和市政府各部门要按照上述要求，向市人民政府作出负责任的工作总结报告，内容包括：20xx年工作的总体评价，主要目标任务的完成情况，法定工作职责履行情况，本篇文章来自资料管理下载。依法行政方面做了哪些工作，主要经验和不足，20xx年的重点工作安排。总结的篇幅为3000至5000字，以文件的形式向市政府报告工作，由主要负责人签发，一式15份，请于201x年1月10日前送市政府办公厅。
