篇一：教育局网站建设与管理实施方案
密山市教育局网站建设与管理实施方案
为提高我市教育信息化水平，加强教育网站建设，以教育网站建设为载体，，实现我市教育信息化跨越式发展。特制定《密山市教育网站建设与管理实施方案》。
一、总体建设目标
初期以建立网络信息发布平台为主要目标，首先实现教育信息发布网络化，逐步过渡到整体开发引进统一的电子政务平台，教务管理平台，全面实现教育政务电子化，提高政务效率、实现无纸化办公、打造节约型政务；实现教育教学管理数字化，提高教学管理效率。
二、具体实施目标
（一）建立网络信息发布平台，搭建密山教育信息网
教育信息网采用ASP技术制作动态网站，初期使用免费源代码，自行设计模板制作，逐步过渡到引进专业设计方案，由网络公司开发具有本地特色的教育网站。网站域名暂时使用鸡西教育网二级域名，或使用密山政府网服务器空间，逐步过渡到购买域名和架设专用服务器。
网站设计应结构清晰便于浏览查询，有标志性徽章或图标，突出教育行业的严肃与活泼特色。主要职能以形象展示、新闻宣传，信息发布为主，全面反映我市教育各个方面的最新工作动态，利用网络宣传教育系统形象。
网站建设栏目设计：
教育新闻：全面报道教育局及各中小学校、幼儿园、进修学校等单位的教育教学、科研等活动，及时准确反映我市教育事业发展最新动态。
密山教育：包含教育概况、教育年鉴、大事记、学校风采、教工风采、书画作品等栏目；全面展现我市教育所取得的成果。
政务公开：包含公告、教育信息、机构设置、人员分工、联系方式、办事指南、政策法规等栏目。全面反映我市教育行政管理工作动态。
教研课改：包含课改动态、科研论文、案例赏析、教育随笔。全面反映我市在教学研讨与课程
改革方面取的成绩
人事信息：主要包含人事工资政策、人事变动信息、人才需求信息等。
招生考试：主要包含有关招生考试方面的通知、政策法规及信息等。
教育技术：主要包含信息技术教育和远程教育方面的政策、通知、信息、经验交流等栏目。 其他栏目：包含局长信箱、评论管理、网上留言、在线调查、教育论坛等。为群众关注教育、参与教育提供互动平台。
2、网站信息的收集、审核、上报、发布
网站是一种媒体，源源不断的新信息是网站发展壮大的基础，为确保足够的信息量和畅通的信息渠道，应建立信息员机制，全市各中小学、幼儿园、教育局各部门、进修学校各部门、招生办、电教馆设立专职或兼职信息员，负责信息报送，要求各单位、各部门的信息员及时、准确的将本单位、部门的信息上报到网站信息发布管理小组，信息内容包括会议新闻、活动简讯、专题报道、事件访谈等等，力求通过信息员将我市教育发展最新动态的所有信息收集并上报到网站管理小组，经审核筛选后在网站上发布，并有选择性的向上一级信息中心报送。
3、建立网站信息更新分工负责制
除教育新闻以外的网站栏目的信息收集上报可以采用分工制度，根据栏目特点将其对应的信息收集上报职责分配给相关部门，逐步建立起网站栏目信息更新的分工负责制，各单位（部门）栏目的内容更新由各单位（部门）自行管理，上报信息内容限于本单位（部门）的信息，保证信息的准确性和时效性，避免了重复和交叉现象。同时要求各栏目的责任单位或部门的信息采集员在看到与本网站相关的、有价值的信息时，应立即进行信息的采集工作。确立明确、严格的考核和奖惩制度，有力支持网站信息的更新维护机制，可以保证网站建设、信息更新的顺利进行，有效避免网站信息滞后，保证信息的及时更新。另外不定期举办网站信息发布培训，提高信息员的业务水平，从而提升网站信息的数量和质量。
(二)引进电子政务、教务管理平台
在建立起完善的教育信息网络发布平台后，逐步将教育信息网站从单项信息发布向互动性
网站转变，从专业网络开发公司引进网络信息数据管理平台。该平台采用“市教育局、各部门、学校”逐级向下管理的模式，搭建分级的电子政务平台、教务管理平台。及时将电子公文下发到教育局下属部门、学校，加快公文的转发速度，减轻了教育局领导、办公人员的工作负担。市级、校级平台可以分级及时对下属部门、学校的各种信息统计汇总，例如学生学籍信息、教师人事信息、学生成绩信息等，教育局领导和相关部门可以清楚的查询和了解相关信息。
1、平台具体功能
(1)电子政务平台：包括通知公告、日程管理、万年历、通讯录、用户管理、日志管理、收发文管理、会议管理、办公事务管理。
其中收发文管理包括设置审批方式、发文、收文、审批、显示设置、个人文件夹、文件类型、文件头、发文归档、增加电子印章、删除电子印章、授权电子印章。
(2)教务管理平台：包括学校基本信息管理、办公自动化管理、动态信息发布系统、教务信息管理、学生学籍管理、学生成绩管理、教师管理、学校资产管理、系统管理。
学校基本信息管理包括学校设置、学期日期维护、节假日设置、科室设置，职务设置模块。 办公自动化管理包括校历周历管理、收发文管理、会议管理及办公事务管理模块。
动态信息发布系统主要提供学校用户发布新闻公告或通知，分为新闻公告管理和新闻公告查看。
教务信息管理包括教学基本信息、教学计划和课程表管理子模块。
学生学籍管理包括基本信息管理、日常管理和报表打印。
基本信息管理包括学号固定码管理、学生干部职务管理、学生基本情况管理、学生任职情况、学生奖励处罚管理、困难补助管理、学生基本信息和综合信息查询、学籍卡的查询和打印、班内编号的调整。
日常管理包括报到注册、毕业结业、升留降跳、保留学籍、休学、退学、转出、转入、复学、借读、新生入学、统计报表。
统计报表包括学生报到情况查询、学籍变动查询、毕业结业学生情况查询和留降跳学生查
询。
学生成绩管理包括初始化、考试信息、成绩统计、成绩打印。
初始化主要包括学年、学期、科目、年级、考试类型、成绩类型、班级类型、考试信息、各科考试信息、总分名称、学科设置、年级设置、班级设置等项目进行数据处理。由市教育局、区教育局的管理员完成初始化设置。
成绩打印模块完成对成绩的各种形式的统计及打印，包括：各班原始成绩表，原始成绩验收统计表，按学生打印成绩，学生年级成绩册，班级学生成绩册，班级平均成绩册，班级总分分布，单科成绩打印，成绩标签打印，年级原始成绩册，单科成绩按年级打印。
教师管理包括教师信息维护、教师信息查询和统计分析。
学校根据自己的实际情况，把教师信息输入，即可建立详细的教师人事档案。在计算机的帮助下，维护和查询教师信息的工作变得轻松简单。系统还为用户提供科学客观的统计分析，使管理更加科学、规范。
教师信息维护包括教师基本信息维护、获奖情况、培训情况、疗养情况、教师论文登记、教师课题登记、教师业务考核、文艺作品登记、第二课堂成果登记。
学校资产管理主要是对学校的固定资产以及资产的使用情况进行管理，包括固定资产分类查看、固定资产信息管理、固定资产使用管理、资产使用情况统计、资产使用情况查询等功能。
系统管理包括用户管理、组管理、操作日志、个人密码修改个人资料修改、退出系统。
2、电子政务平台及教务管理平台简介
(1)平台由市电教馆负责维护和管理。
(2)平台采用BS结构，三级管理模式，无需安装客户端。
(3)平台通过权限管理，可以控制不同级别，权限以模块为单位，分为基本权限和管理权限。
(4)各单位根据实际工作安排，经本单位领导同意，对权限进行划分，并对分配情况做好记录，妥善保管。系统管理员拥有最高权限，可以设置所有的内容，以及进行权限分配。发生人事
和职务变更时，必须及时调整权限分配。
(5)持有各种管理权限的人，要对用户名和密码妥善保管，确保数据安全，防止单位及个人信息丢失、篡改及外泄。
(二)继续完善“教育网”，扩展网站功能发挥辐射作用，保证网站发布信息及时有效。市教育局各处室、各学校要安排专（兼）职信息员，负责将文件、工作信息、重要会议、重大事件等信息，经主管领导审批后及时提供给市教育网站。市教育局向社会公开发布的信息，特别是每年小升初、中考、高考的政策信息等，直属单位招考信息等，要在第一时间发布在市教育网上，保障其发布教育信息的时效性和权威性。
(三)规范各学校教育网站建设及应用和管理
1、各校应建立本校的教育信息网站，学校教育网站建设必须遵循国家的教育方针，遵循国家有关法律、法规，符合国家和省相关法律法规以及文件要求。
2、学校教育网站建设必须为教育信息化的建设和应用服务。网站建设根据本校实际情况和特点建设。网站设计应结构清晰便于浏览查询，有本校标志性徽章或图标，突出教育行业的严肃与活泼的特色。学校网站内容的编排上应保证以下基本内容：学校简介，包括学校基本概况、沿革、校训、详细地址、联系电话等相关信息；校园环境、领导机构、师资队伍、教育成果、校务公开，包括校长公开电话及校长信箱。除以上基本栏目外需在显著位置与“密山教育网”做链接，实现及时沟通。各校还可以根据本校具体情况进行相应的特色内容的自主编排与设计。
3、学校教育网站建立后，应向鸡西信息中心进行书面备案。
